Ice water has what is called negative calorie impact, because the energy that your body uses to warm the water to your body temperature is more than is in it. So in a sense, but very minimally. The real benefit is that hydration can stave off some hunger pains- a good amount of what is seen as hunger, is actually thirst.
As for green tea, it has caffeine, which can speed up your metabolism. In that regard, it's helpful. But really, the antioxidants are the helpful part. And it counts as a hydrating liquid!

Not really. They'll both help with staying hydrated, but won't make you lose any weight.
The only way (**only**) to lose fat is to use up more calories than you take in. That means exercise, exercise, exercise.
