Herbal tea is a misnomer. It's usually not made with tea leaves, but from an herb, other plant or flower. Sometimes it's a mix of an herb with some tea leaves added.
For example, mint tea is made with mint leaves, chamomile with the flower, etc.

Excellent question as everything called "tea" isn't. Tea is the Camellia sinensis plant, where we get white, green, oolong, and black teas. The differenct types of tea are the direct result of processing.
Herbals (infusions or tisanes) are plants used to make hot beverages, i.e. chamomile and peppermint. Red tea is actually the red bush or rooibos plant grown in South Africa. Usually herbals have no caffeine; however, yerba mate is an herbal with high caffeine content and coffee drinkers trying to switch to tea start here sometimes.

i think herbal is anything but orange pekoe tea. anything but Lipton. yeah that's it.
