Black holes aren't picky about what they swallow. They would swallow anything nearby.

a tea spoon of black hole material could be the mass of hundreds of stars. Black holes are singularities, they don't have a size, just a mass. Putting that aside, if you had just a few hundred pounds, say, it would explode because of Hawking radiation, probably destroying whatever state you're in. All black holes evaporate according to Stephen Hawking, the larger the black hole, the slower the rate of evaporation (evaporation is just a term). The smaller the black hole, the more mass it loses because of hawking radiation at an exponential rate, resulting in an explosion of energy at the end.

Yes it would…. along with the rest of our planet and solar system as well. Inside the event horizon is not a good place to be. Black holes don't have a size exactly… they are single points of INFINITE density, and therefore INFINITE gravitational attraction.

If it could swallow air pollution, then it could swallow the air. It could swallow all the air in the world, leaving the planet like the Moon. But then it could swallow the whole Earth too. If it could swallow anything that is.
