I have this pumpkin spice tea bag, and it lists this in the ingredients. Is this healthy? And how is it "naturally" decaffeinated?

The tea (or coffee) had the caffeine filtered out of it using a water method instead of a chemical one. Decaf black tea is very good for you- enjoy!

It means there wasn't caffeine that was removed. It just naturally doesn't have caffeine.

Tea (White, Green, and Black) can be decaffeinated right at home. All you have to do is put your tea leaves in your infuser and put it in a mug. Boil your water to the correct temperature for the tea that you are going to brew. Pour the water on the leaves so it covers them. Leave it for 30 seconds only. Remove the infuser from the mug. Throw the water out that is in the mug. 80% of the caffine in tea leaves comes out during the first wash of water on the leaves. Now you can brew your tea for drinking.
When you naturally decaffeinate tea, they are using this same process. They are washing the leaves quickly to wash out the caffine from the leaves, then allowing the leaves to dry.
