I have this silver tea and coffee set that i would like to start using. How do i clean it after i use it, soap and water or just water? Also how often do i need to polish it and what should i use to do so?

Toothpaste cleans silver. Or get silver polish - many kinds available at grocerystores. Polish as tarnish occurrs.

You know polishing it will destroy some of the value right?? Okay I would use peek but any foaming or paste silver polish works great just follow the instructions. You can also try this method if you have a pan big enough.
SILVER POLISH
Cover the bottom of a glass or plastic pan with aluminum foil. Pour in about 1 cup boiling water and add 2 teaspoons of baking soda, and 1 teaspoon salt. Stir to dissolve.
Drop the silver pieces into the liquid and make sure each piece of silverware is touching. The tarnish will slowly disappear before your eyes. Rinse and buff dry.
For severely tarnished silver, more than one treatment may be necessary.

It also depends on how much you want to spend on tarnish-prevention devices such as Pacific cloth.
For health/safety purposes, there can be residue from tea, coffee, sugar, cream / creamer and lemon. In order to avoid taste contamination of the NEXT batch of ingredients, soap and water would be required. Items like sugar and cream can attract ants as well as suffering deterioration over time.
