decaf means there isnt caffeine in it so no they wont have a caffeine rush

As long as you are not overly caffeine sensitive than you should be ok. If you want to make sure youre getting the most decaff…Brew a cup of the tea once, dump it out and make a second cup with the same bag/leaves..the second cup is the weaker of the two!
